According to exclusive information from a senior member of FTSE Russell, Vietnam is set to be officially upgraded to Secondary Emerging Market status in October 2025, as part of the organization’s annual country classification review.

The source revealed that following on-site assessments and recognition of Vietnam’s landmark reforms—particularly in foreign ownership limit (FOL) relaxation, trading transparency, and the shortening of the settlement cycle (T+)—FTSE reached its final decision at the end of September.

“We believe Vietnam has met nearly all the criteria required for an upgrade. The decision has been voted on and approved. The official announcement will be made on October 7,” the source emphasized.

In a parallel development, major investment funds such as VanEck, BlackRock, JP Morgan, and MSCI EM Funds have reportedly begun adjusting their portfolios in anticipation of the upgrade, preparing to channel fresh capital into the Vietnamese market.
